Unarchive a file from AWS's Glacier service. See CORE_ATTACHMENT_ARCHIVE. This process is currently a two-step manual process. You call this method, and then 4-6 hours later the file is ready in a temporary location. From there you have approx 24 hours to re-attach to mydigitalstructure via CORE_ATTACHMENT_UNARCHIVE_UPLOAD
